GOAL: PROPOSING SOLUTIONS TO GOVERNMENTS
US Ambassador John W. MacDonald states, "I wrote the first book on Track 2 diplomacy. It's non-government to non-government. It's people to people. It's small group to small group. It is risk taking. It is innovative. It's challenging... "

As citizen diplomats and dialogue engage in both innovation and risk taking during a difficult political climate, participants develop joint conflict resolution strategies and share them with relevant foreign ministries. ICDiplomacy, for its purpose to organize Track II discussions, informed the Canadian government in 2015.

With the apparent growing use of Track 1.5 and Track 2 diplomacy, building an academic relationship with ongoing communications builds trust. These tracks have led to restoring Track 1 diplomatic negotiations, such as the Oslo Accords, the Tajikistan civil war, and the India-Pakistan conflicts.

2
OUTREACH TO CONFLICTING PARTIES
ICDiplomacy, or any organization that may use ICDiplomacy's platform, devises a framework for a dialogue. For Example, the Contact Group on Russia-West Relations under the European Leadership Network (ELN) consisted of experts from Russia and the West which contribute their individual views but attempt to take into account all relevant governments’ interests, and provided anonymized meeting summaries and conclusions.

Such frameworks are proposed to various experts to gain initial feedback and a sense of compatibility among the panelists. When this criterion is met, the e-diplomacy initiative is created with the goal of producing a publicly available report or research paper.

3
WORLD DIPLOMATIC FORUM
Whether it is sustaining dialogue or gaining consensus in one or more conflict regions of the world, ICDiplomacy aims to bring its e-diplomacy participants together in a World Diplomatic Forum to present further potential diplomatic pathways.

In contrast to many prominent forums that have gained global recognition, and primarily involve an audience reflecting one side of a conflict, ICDiplomacy aims to build and present the products of its diplomatic work with the participation of all regions of the globe.

Including voices from the Global South and other regions of the world also ensures balance in vital discussions on global and regional human security.
